For this, risky building detection organizations licensed by the Ministry of Environment and Urbanization are applied. The report sample related to risk structure determination after this application is sent to the relevant district municipality within 10 days, and if there is no problem in the report examined there, the document is delivered to the relevant Land Registry Directorate within 10 days.

In the Land Registry Directorate, the risky building annotation of this building is entered into the declarations list of the real estate, and it is notified to the real and personal rights owners of the building within 15 days that they have the right to appeal, if they do not, the demolition process will be initiated. If an objection is to be made, the petition should be made to the Infrastructure and Urban Transformation Directorate and the technical delegation examines the report for the final decision. If the objection is rejected, the report is finalized and urban transformation valuation studies are carried out by the owners to determine the value of both the land and the independent sections before the building demolition.

URBAN TRANSFORMATİON VALUATİON STUDİES AT SİTE SCALE 

During the urban transformation phase to be realized at the site scale, one of the owners first applies to the Risk Detection Agencies licensed by the Ministry of Environment and Urbanization. Separate reports are required for each block within the site. The received reports are sent to the municipality of the region and delivered to the relevant Land Registry Directorate within 10 days at the latest. In the Directorate, the risky building annotation is entered in the declarations section of the immovables and gives the right to appeal within 15 days to real and personal rights owners, If no objection is made, all owners are notified that the demolition will begin within 15 days.

If any of the owners who receive the notification wishes to appeal, these objections are sent to the Provincial Directorate of the Ministry of Environment and Urbanization as a petition. The technical committee examines these petitions and ensures that the report reaches a decision. The state provides support to individuals and families who have to move from their homes and sites during the urban transformation process, such as rent aid for a while. Accordingly, the owners living in immovables that will be demolished up to 3 months before the risky structures are identified can be entitled to rent allowance. Owners who do not receive any rent or moving aid can instead benefit from interest support or credit convenience.
