Kentsel d\u00f6n\u00fc\u015f\u00fcm \u00e7al\u0131\u015fmalar\u0131 son zamanlarda \u00f6zellikle mega kentlerde sa\u011fl\u0131kl\u0131 bir \u015fehirle\u015fme d\u00fczeni kurabilmek ve riskli yap\u0131lar\u0131 ortadan kald\u0131rabilmek i\u00e7in olduk\u00e7a faydal\u0131 olan uygulamalardan bir tanesidir. Site veya bina \u00f6l\u00e7e\u011finde yap\u0131lan kentsel d\u00f6n\u00fc\u015f\u00fcm de\u011ferleme \u00e7al\u0131\u015fmalar\u0131 <\/strong>sayesinde hem malikler hem de hak sahipleri herhangi bir ma\u011fduriyet ya\u015famadan haklar\u0131n\u0131 bir d\u00fczen i\u00e7erisinde elde edebilmektedirler.<\/p>\n\n\n\n Bu konu hakk\u0131nda yap\u0131lacak de\u011ferleme \u00e7al\u0131\u015fmalar\u0131nda \u00f6ncelikle de\u011ferlemeye konu olan ta\u015f\u0131nmaz veya ta\u015f\u0131nmazlar\u0131n cinsinin s\u0131n\u0131fland\u0131r\u0131lmas\u0131, varsa yeralt\u0131 ya da yer\u00fcst\u00fc d\u00fczeyindeki yap\u0131lar\u0131n\/a\u011fa\u00e7lar\u0131n vb. belirlenmesi, tapu ve imar verilerinin incelenmesi, de\u011fere etki edecek t\u00fcm olumlu ya da olumsuz durumlar\u0131n belirlenmesi ve yasal durum ile fiili durumlar\u0131n\u0131n kar\u015f\u0131la\u015ft\u0131rmas\u0131 sonu\u00e7lar\u0131na g\u00f6re hareket edilmektedir.<\/p>\n\n\n\n Bina tipindeki yap\u0131lar kentsel d\u00f6n\u00fc\u015f\u00fcme sokulurken, ilk olarak risk yap\u0131 tespit raporunun al\u0131nmas\u0131 gerekir. Bunun i\u00e7in \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131\u2019n\u0131n lisans verdi\u011fi riskli yap\u0131 tespit kurulu\u015flar\u0131na ba\u015fvurulmaktad\u0131r. Bu ba\u015fvurunun ard\u0131ndan \u00e7\u0131kan risk yap\u0131 tespitiyle ili\u015fkili rapor \u00f6rne\u011fi, 10 g\u00fcn i\u00e7erisinde ilgili il\u00e7e belediyesine g\u00f6nderilir, orada incelenen raporda bir sorun g\u00f6r\u00fclmezse de yine 10 g\u00fcn i\u00e7erisinde belge ilgili Tapu M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019ne teslim edilmektedir.<\/p>\n\n\n\n Tapu M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019nde bu binan\u0131n riskli yap\u0131 \u015ferhi ta\u015f\u0131nmaz\u0131n beyanlar listesine i\u015fletilerek, binan\u0131n ayni ve \u015fahsi hak sahiplerine 15 g\u00fcn i\u00e7erisinde itiraz haklar\u0131 oldu\u011fu, etmedikleri takdirde y\u0131k\u0131m s\u00fcrecinin ba\u015flat\u0131laca\u011f\u0131 tebli\u011f edilir. E\u011fer itiraz edilecekse, dilek\u00e7e ile Altyap\u0131 ve Kentsel D\u00f6n\u00fc\u015f\u00fcm M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019ne edilmelidir ve teknik heyet nihai karar i\u00e7in rapor incelemesi yapar. \u0130tiraz ret al\u0131rsa rapor kesinli\u011fe ula\u015ft\u0131r\u0131larak maliklerce bina y\u0131k\u0131m\u0131 \u00f6ncesi hem arsan\u0131n hem de ba\u011f\u0131ms\u0131z b\u00f6l\u00fcmlerin de\u011ferinin belirlenmesi i\u00e7in bina \u00f6l\u00e7e\u011finde kentsel d\u00f6n\u00fc\u015f\u00fcm de\u011ferleme \u00e7al\u0131\u015fmalar\u0131 <\/strong>yap\u0131lmaktad\u0131r.<\/p>\n\n\n\nB\u0130NA \u00d6L\u00c7E\u011e\u0130NDEK\u0130 KENTSEL D\u00d6N\u00dc\u015e\u00dcM DE\u011eERLEME \u00c7ALI\u015eMALARI<\/h2>\n\n\n\n
